This was a regulation under the Cooperative Credit Associations Act that imposed advance notice requirements (4-6 months) on cooperative credit associations before closing retail deposit-taking branches or ceasing such activities, with requirements varying by location (urban vs rural). The notice had to be given to the Commissioner, customers, and in some cases municipal officials and via newspaper publication, and included specific content about alternative services.
The regulation has already been repealed by SOR/2014-75, s. 10 and is no longer law. Even when in force, it imposed significant compliance burdens and delayed market adjustments, restricting financial institutions' ability to respond efficiently to changing customer preferences and cost structures— burdening consumers with higher costs and reducing operational flexibility.
